- While running around a ruinous London neighborhood with his friend, young Frankie Palmer (Andrew Ray) unwittingly leads his companion to an untimely demise when the boy falls from a building. As fate would have it, Len Turner (William Sylvester), a small-time crook, witnesses the entire incident, and decides to use the information to blackmail the child into stealing from his parents.
